Government announcements show that the Indian government has proposed replacing incandescent and fluorescent lights in all of its capital's offices with LEDs.
According to estimates by the Indian government, LED lighting can save about 347,000 kilowatts of electricity (about 13% of the country's electricity generation). According to statistics from the World Bank, there are still about 300 million Indians living in an environment without electricity.
National Electricity Minister Piyush Goyal estimates that nationwide LED retrofits can save $8 billion a year in electricity and power 50 million people. Energy conservation is critical for countries that rely on fossil fuels, coal and natural gas to meet their international commitment to reduce carbon emissions.
In order to further promote the adoption of LED bulbs, the Indian government has launched a separate program to sell LED bulbs at a price of 10 rupees (about 0.16 US dollars), which is only about half the price of incandescent lamps and fluorescent lamps. Usually, LED bulbs are retailed. The price is about 500 rupees. The project was led by Saurabh Kumar, General Manager of Energy Efficiency Services, a joint venture company established by the Ministry of Power.
However, the government or company does not provide subsidies for extremely low-priced LED bulbs. Instead, the target of policy lock-in is the power company. Indian power companies sell electricity discounts to certain customers, and by encouraging customers to switch to LEDs and cut electricity consumption, the power companies sell less electricity.
