**1. Tender Conditions**
The 4×1000MW (Units 1 and 2) project of the Gansu Power Changle Power Plant has been officially approved by the Development and Reform Commission of Gansu Province, under the approval document “Regulations on the Approval of the Peaking Thermal Power Project of Changle Power Plant in Gansu Province†(Document No. Ganfa Gai Energy [2016] No. 718). The project owner is Gansu Electric Investment Changle Power Generation Co., Ltd. Funding for the project is fully self-raised by the company, with 100% of the investment coming from internal sources. The tendering entity is also Gansu Electric Power Investment Changle Power Generation Co., Ltd. The company and the project have met all the necessary conditions to proceed with the tender.
This is the third batch of procurement for auxiliary boiler and ash handling equipment for the 4×1000MW (Units 1 and 2) peaking thermal power project. The bidding process is currently underway through a domestic open tender, and the bidding agency is the Bidding Center of Gansu Province.

The 4×1000MW peaking thermal power project at Gansu Power Changle Power Plant serves as a supporting facility for the ±800kV UHVDC transmission line at the Hexi Corridor Clean Energy Base in Gansu. It utilizes coal resources from Hami, Xinjiang, and leverages local state-owned land without disrupting existing clean energy bases. The project is aligned with the development of the 750kV power grid in the northwest region, offering effective peak shaving and support for the transmission of 10 megawatts of wind and solar power. The preliminary design includes four units, with construction proceeding in phases. In this phase, Units 1 and 2 will be constructed, and essential public systems will be developed alongside them.

**3. Bidder Qualification Requirements**
- Must be an independent legal entity registered for this tender, except for equipment that allows agents.
- Must be a general taxpayer and capable of issuing VAT invoices.
- Must possess relevant qualifications, including production licenses, product inspection certificates, and experience in design, manufacturing, and quality control.
- Must provide audited financial reports for the last three years.
- Must hold ISO or equivalent certifications for quality, environmental, and occupational health management systems.
