Shanghai issued the first batch of unmanned road test licenses in the country, Weilai, SAIC took the lead
On March 1, the Shanghai Municipal Government News Office released the "Shanghai Intelligent Networked Vehicle Road Test Management Method (Trial)" and issued the first batch of intelligent networked vehicle road test licenses in the country. Weilai and SAIC were among the pioneers to receive these licenses.
According to the newly issued measures, after third-party institutional testing and expert group review, the Shanghai Intelligent Networked Vehicle Road Test Promotion Working Group approved the audit. As a result, SAIC and Weilai were awarded the first batch of intelligent networked vehicle open-road test license plates, allowing them to conduct trials on public roads.
From the photos shared by the media, the special license plate features the word "test" following the number, and the top of the plate is labeled "Shanghai Intelligent Network Road Test."

Based on the actual traffic conditions in Shanghai and evaluations from third-party organizations, a 5.6-kilometer low-risk, high-safety road was designated in Jiading District as the first stage for intelligent networked vehicle testing. The specific sections include:
- Boyuan Road (from Moyu South Road to Anyan Road intersection), 2.7 km long
- Boyuan Road (from Anhong Road to Anzhi Road intersection), 0.9 km long
- North Ande Road (from Anli Road to Anzhi Road intersection), 2.0 km long
In the coming months, more road environments will be gradually opened for intelligent networked vehicle testing, expanding the scope of real-world trials.
The "Measures" also clearly outlined the requirements for autonomous vehicle road testing. It specified the qualifications for test subjects, drivers, and vehicles, along with detailed guidelines such as:
- The test subject must establish a remote monitoring data platform for test vehicles and connect it to the third-party organization’s system as required.
- Each test vehicle must have at least 5 million yuan in traffic accident liability insurance or provide a written guarantee of the same amount.
- Test drivers must have over 50 hours of experience operating autonomous systems, including at least 40 hours in the specific application test project.
- Test vehicles must be operated within the closed test areas designated by third-party organizations, following strict test procedures and meeting all required standards during the valid number of tests.
Additionally, the "Measures" clarified the responsibilities of road test promotion agencies, the review process for road testing, and the procedures for identifying and handling traffic accidents. These regulations aim to ensure safety, compliance, and effective oversight of the rapidly evolving field of intelligent networked vehicles.
