Shanghai issued the first batch of unmanned road test licenses in the country, Weilai, SAIC took the lead
On March 1, the Shanghai Municipal Government News Office released the "Shanghai Intelligent Networked Vehicle Road Test Management Method (Trial)", marking a significant step forward in the development of autonomous vehicle technology in the city. As part of this initiative, Shanghai issued the first batch of intelligent networked vehicle road test licenses in the country, with Weilai and SAIC leading the way.
According to the newly introduced regulations, after undergoing third-party institutional testing and expert group reviews, the Shanghai Intelligent Networked Automotive Road Test Promotion Working Group approved the applications. As a result, SAIC and Weilai were granted the first batch of open-road test license plates for intelligent networked vehicles, allowing them to conduct real-world trials on designated roads.
From images shared by the media, the special license plate features the word "test" following the number, with the top portion clearly marked as "Shanghai Intelligent Networked Road Test". This distinctive design helps identify vehicles engaged in autonomous driving experiments.
A 5.6-kilometer stretch in Jiading District has been designated as the first phase of the intelligent networked vehicle open test road. The selected route was chosen based on its low risk and high safety standards, as evaluated by third-party organizations.
The specific sections include: Boyuan Road from Moyu South Road to Anyan Road intersection (2.7 km), Boyuan Road from Anhong Road to Anzhi Road intersection (0.9 km), and North Ande Road from Anli Road to Anzhizhi Road intersection (2.0 km). These areas will serve as key testing grounds for autonomous vehicle technologies.
In the coming months, more road environments will be opened for intelligent networked vehicle testing, expanding the scope of real-world data collection and system validation.
The "Measures" also outline clear conditions for driverless vehicle road testing, specifying requirements for test subjects, drivers, and vehicles. Key provisions include:
- Test subjects must establish a remote monitoring platform for test vehicles and connect it to the third-party data platform as required.
- Each test vehicle must have traffic accident liability insurance of at least 5 million yuan or provide a written guarantee of the same amount.
- Test drivers must have over 50 hours of experience operating autonomous systems, including at least 40 hours in the specific application project.
- Test vehicles must operate within the closed test areas designated by third-party organizations and follow strict testing procedures to meet all required standards within the allowed number of valid tests.
Additionally, the "Measures" detail the responsibilities of road test promotion management agencies, the review process for road tests, and guidelines for handling traffic accidents and assigning liability. This comprehensive framework aims to ensure the safe and efficient development of intelligent networked vehicle technology in Shanghai.
