Safety precautions engineering procedures and requirements

1 Subject content and scope of application This standard specifies the general procedures and management requirements for project safety, project bidding, commissioning, design, approval, installation, commissioning and acceptance.
This standard applies to all safety precautions.


2 terms
2.1 The entrusting unit of the construction unit safety prevention project.
2.2 The unit that undertakes the safety protection engineering design task of the design unit.
2.3 Construction unit,
A unit that undertakes the installation of safety precautions, commissioning and commissioning, and engineering equipment maintenance services.
2.4 Safety Precautions Engineering is used for maintenance of public safety and disaster prevention, alarm, television monitoring, communication, entrance and exit control, explosion protection, safety inspection and other projects.

2.5.1 The first-level project has a first-level risk or investment of more than 1 million yuan.
2.5.2 The second-level project has a secondary risk or investment of more than 300,000 yuan and less than 1 million yuan.
2.5.3 Three-level engineering three-level risk or investment of less than 300,000 yuan.


3 Project establishment
3.1 First-level project project
3.1.1 Before the application for the first-level safety prevention project, a feasibility study must be carried out and prepared by the construction unit or the design unit.
3.1.3 Main contents of the feasibility study report:
a. source of the task;
b. Relevant regulations and requirements of government departments;
c. The risk level and protection level of the protected target;
d. The content and purpose requirements of the project;
e. Construction period;
f. Project cost estimate;
g. Analysis of social benefits.
3.2.1 Before the second and third level safety precautions are completed, there must be a design task book, which shall be compiled by the construction unit or may be requested by the design unit.
3.2.2 Contents of the design task book:
a. Mission source
b. Relevant regulations and management requirements of government departments;
c. The content and purpose requirements of the project;
d. Construction period;
e. Project investment control amount;
f. The expected effect that should be achieved after completion.
3.3 After the feasibility study report and design task book approval feasibility study report and design task book are approved by the corresponding competent authorities, the project is formally established.


4 Qualification review and project bidding, commission
4.1 Qualification examination The unit that undertakes the safety protection engineering design and construction shall hold the qualification certificate for engineering design and construction approved by the public security technical protection management department at or above the city level, and be qualified by the public security technical prevention management department of the construction unit. Verification can only undertake engineering design and construction.
4.2 Project Bidding and Entrustment
4.2.1 Project bidding
a. The construction unit shall prepare the bidding documents according to the requirements of the task book and issue bidding advertisements or notices;
b. The construction unit organizes the bidding unit to investigate and solve the relevant problems in the bidding documents;
c. The bidding unit seals and submits the tender;
d. Open the bid in public; negotiate the bid, review the bid, determine the winning bidder, and issue the bid winning notice;
e. The bidding unit signs the contract with the winning bidder.
4.2.2 The project entrusted construction unit shall entrust the engineering design (construction) unit according to the requirements of the design task book, and the engineering design (construction) unit shall propose the project proposal or project implementation plan according to the requirements of the power of attorney and the design task book. After the unit has been examined and approved, the contract can be signed upon enactment.

5.1 Contract Content

6 Engineering Design
6.1 Preliminary design and program demonstration The first and second projects must carry out preliminary design and program demonstration. The preliminary design should be carried out after the commission of the project takes effect. '
6.1.1 The preliminary design shall have the following contents:
a. System design plan and system function;
b. Equipment plane layout and protection range;
c. System block diagram and list of major equipment packages;
d. Central control room layout and operation;
e. Pipeline laying plan;
f. Project cost estimate and construction period.
6.1.2 Scheme Argumentation

After completing the preliminary design, the project shall organize the project demonstration, which shall be presided over by the construction unit, the competent department of the competent department, the public security department and the design and construction unit and a certain number of technical experts.

6.2 Formal design The first and second grade projects shall be technically designed before the construction drawing design. Technical design must have the following:

6.2.2 Construction drawing design The construction drawing includes the following contents:

6.2.3 Operation and maintenance instructions shall include the following contents:

6.3 Project Cost Budget

d. Project inspection fee budget.
6.4 Design documents and project cost budget review and approval Unless the design documents with special provisions are subject to examination and approval by the public security department, the construction unit will preside over the approval of the design documents and budget.


7 Project implementation
a. After the formal design of the technical design, construction drawing design and project cost budget approval, the project can enter the construction phase;
b. Order according to the equipment pre-selected in the engineering design document and its predetermined quantity;
c. Pipeline installation facilities according to pipeline laying drawings and relevant construction specifications;
d. Install equipment and equipment according to the technical requirements of the construction drawing;
e. System debugging according to system function requirements.


8 trial operation and training
8.1 After the commissioning of the commissioning system is commissioned, it shall be tested for at least one month, and the construction unit shall record the commissioning operation.
8.2 Test run report
a. Whether the system is running normally;
b. Whether the system function meets the design requirements;
c. Analysis of the number of false alarms, leak alarms and causes;
d. The number of times the fault occurred and the time to troubleshoot it;
e. Whether the repair service is in compliance with the contract.
8.3 Training The relevant personnel are trained in accordance with the relevant terms of the contract. The training outline should be approved by the construction unit.


9 completion and initial inspection
9.1 The completed project is completed according to the provisions of the design task book. After the trial operation meets the design requirements and is approved by the construction unit, it is deemed to be completed. A few non-main projects have not been completed in accordance with the regulations of the company. After the construction unit and the design and construction unit have negotiated, there are clear solutions to the remaining problems, after trial operation and approval by the construction unit. 9.2 The initial inspection shall be organized by the construction unit and the design and construction unit shall conduct the initial inspection according to the requirements of the design task book and write the initial inspection report.


10 Project acceptance
10.1 System testing Before the formal acceptance of the first and second-level projects, the inspection department must conduct a system inspection and issue a test report.
30.2 Acceptance documents The first and second-level safety precautions must have the following documents. The three-level safety precautions can be simplified according to the specific situation.
a. Trial run report;
b. Completion report;
c. Initial report
d. System test report;
e. Completion final report;
f. Formally design the set of documents and completed drawings and materials.
10.3 Project Acceptance Committee The project acceptance committee (or group) shall be composed of the construction acceptance committee composed of the competent department of the higher level of the construction unit, the public security department, the main responsible person of the construction unit and the technical experts, and may form three acceptance groups:
a. Technical acceptance group;
b. Construction acceptance group;
c. Data review team.
10.4 Review and acceptance shall be reviewed and accepted in accordance with the relevant terms of the contract.
10.4.1 Technical acceptance technology acceptance and acceptance of equipment and equipment acceptance and system acceptance:
a. The equipment used for the acceptance of equipment and equipment shall have a quality certificate in accordance with national standards or industry standards.
b. The technical system acceptance is based on the system test report, and the performance and quality of the system are checked against the design workbook and design documents.
10.4.2 Construction Acceptance Construction acceptance is divided into two parts: equipment installation and pipeline laying.
a. Equipment installation and acceptance is based on the test report to check whether the installation quality and installation process meet the national standards and technical requirements related to the construction and installation specifications.
b. Pipeline laying acceptance is based on the test report. Check whether the construction process of the Mingcai pipeline and the wall-mounted junction box, the cable joints in the pipe well meet the technical requirements in the installation specification.
10.4.3 The data review shall be reviewed in accordance with the documents listed in 10.2 of this standard. The documents are required to be complete, the text is accurate, and the drawings are complete.
The Engineering Acceptance Committee (Group) summarizes the results of the review of 10.4.1, 10.4.2 and 10.4.3 to write the conclusion of the project acceptance.
