(2) For the processing and re-export of steel, pig iron, zinc and sugar, the issuing authority issues an export license with the documents approved by the Ministry of Foreign Trade and Economic Cooperation for the processing of the feed processing project and the import processing registration manual (original) of the export enterprise and the export contract. Does not occupy annual export quotas. 
(1) Except for steel, pig iron, zinc and sugar, the exporting license shall be issued by the issuing authority with the documents approved by the competent foreign trade department for the processing of imported materials and the export quota issued by the Ministry of Foreign Trade and Economic Cooperation; If the general export license management commodities are not subject to export quota management, the issuing authority shall issue an export license with the documents approved by the Ministry of Foreign Trade and Economic Cooperation or the competent foreign trade and economic cooperation departments for the processing of the feed processing project, the export contract signed by the export enterprise and the processing manual for the import processing. ;
